Well, he was in the band after all...
But in all seriousness, I'm guessing you are talking about the lyrics? From what I remember, Anthony thought he heard john sing the words "wet sand" when he played the chords, so he used that and john basically said, "ok."
I've never heard anything about him writing On Mercury specifically, but I do know that the chorus of On Mercury sounds a lot like his song With No One from TROWFTD. I usually can't help but sing the chorus to On Mercury when I hear With No One.

John did not write lyrics for any of the RHCP songs and what J Rob said about Wet Sand is all there is. At least from what they want us to know, that is.

Frusciante was actually singing something while they jammed out Wet Sand, very quietly. Keidis heard "wet sand" and tried to get Frusciante to tell him the rest of what he was singing, but Frusciante refused.

"Well, it was put to me by "that guy" when I was, like, four. So I went into my parents' record collection and found a rock'n'roll compilation. And when my mom asked if I wanted to move to L.A., I said, "Yeah," because I knew that was where the rock stars were. I was seven. Then when I found punk and listened to the Germs, I started seeing how I was part of this. I remember being out on the baseball field when I was 11, and I felt like such an outsider. Standing there in right field, I started making up an angry punk song in my head, and I went home and wrote, like, 20 songs in a row. I realized it didn't even matter if I knew how to play guitar yet." -John Frusciante

Yeah, it's from the Stadium Arcadium interviews (found 'em on youtube, but it's DVD content).
