I dont have a line 6 but I have a Boss DD-7. I tap the tempo and tap 3 times, basically right after eachother. Like, a quarter of a second (sry if im bad at explaining this, I havent learned about delay notes yet..)
Meanwhile, I have the settings like this:
Effect level: 3`o clock
Feedback: 10`o clock
Delay time: 2`o clock
That has given me a very similiar DFM setting, not sure if its spot on though but it sounds just right when I play along with the track.
Hope someone else (preferably with a Line 6) could help you if this was confusing.

a big part of the DFM tone is a great amount of the EHX holy grail's Flerb setting

I've explained this before, but I can't find my post!
The delay is triplets !
If you count the beat
1.... 2...3....4
I'm a notion
1 ...2...3..... 4
In your bedroom
Etc ......
Find the eighth note triplets in there
1 (2 3) 2 ( 2 3) 3 (2 3) 4 ( 2 3 )
Triplets over 4/4 time have a stuttered feeling.
At the end of the line "now we know it all for sure" you can hear John actually picking the triplets with his right hand and he syncs up with the delay and you can't hear it at that point.
Normally he is just doing straight 8th notes on the E string, and the triplet 8th delays falling slightly away from the straight 8ths make a huge cascade of notes.
About 2 strong repeats on the feedback. The first repeat is about the same level as the initial hit.

So, does he tap the tempo 3 times then? Sorry if I'm slow, I dunno why but I find this complicated haha.

i get mostly get the tempo thing but i also wanted to know about which delay model and what tweak and tweez settings are good for this. i am new to the line 6 delay and having a little trouble playing around with it and getting good sounds. there so much you can do with this pedal

The other settings aren't important. Any digital delay pedal will do. Just use the most basic setting.
as long as its triplets and as the right feedback/level relationship (2 or 3 audible repeats, the 1st repeat about the same level as the original, maybe a bit under)

I think he means tap the delay out, and then when you need to count 1-2-3-4 in beat with the song.
So you tap the delay button, count 1-2-3-4 and when you get to 3, you tap the button again. So the delay hits every 3 out of 4 beats, creating that stuttered feeling since most music is in multiples of 2 or 4.

"Well, it was put to me by "that guy" when I was, like, four. So I went into my parents' record collection and found a rock'n'roll compilation. And when my mom asked if I wanted to move to L.A., I said, "Yeah," because I knew that was where the rock stars were. I was seven. Then when I found punk and listened to the Germs, I started seeing how I was part of this. I remember being out on the baseball field when I was 11, and I felt like such an outsider. Standing there in right field, I started making up an angry punk song in my head, and I went home and wrote, like, 20 songs in a row. I realized it didn't even matter if I knew how to play guitar yet." -John Frusciante

^Aaah, thanks so much. I played a long to a live version where you can here him pick the open e once when he's checking the delay sound and it matched.
It's from the Fuji Rock 06 version, at 4:27.
